Why Are American Drug Prices So High?

Americans continue to pay the highest prices for medicine in the world.

The US government has sculpted specific policies, often not found in many other nations, that boost pharmaceutical industry profits. Both parties have made pivotal decisions at the federal and state levels that have kept drug prices high — and pharmaceutical industry profit margins wide.

Patents give drugmakers exclusive monopoly rights to produce a medicine — thereby insulating the pharmaceutical company from price competition.  In 1995 the US Food and Drug Administration  ruled pharmaceutical companies could retain a monopoly on their patented products for 20 years, which remains in place.

Should drugs developed at taxpayer expense be sold to Americans at sky high prices?

A recent Congressional Budget Office report found that if Americans were allowed to import lower-priced drugs from places like Canada, it would save government agencies alone $6 billion. But Americans are prohibited from engaging in such importation.

The U.S. is the only country that allows pharmaceutical manufacturers to set the prices of their medications

The system treats African Americans with contempt: If police patrolled white areas as they do poor black neighborhoods, there would be a revolution.

Chokehold: a maneuver in which a person’s neck is tightly gripped in a way that restrains breathing. A person left in a chokehold for more than a few seconds can die.

The former police chief of Los Angeles Daryl Gates once suggested that there is something about the anatomy of African Americans that makes them especially susceptible to serious injury from chokeholds, because their arteries do not open as fast as arteries do on “normal people.”

The truth is any human being will suffer distress when pressure on the carotid arteries interrupts the supply of blood from the heart to the brain.

The United States supreme court decided a case about chokeholds that tells you everything you need to know about how criminal “justice” works for African American men. In 1976, Adolph Lyons, a 24-year-old black man, was pulled over by four Los Angeles police officers for driving with a broken taillight. The cops exited their squad cars with their guns drawn, ordering Lyons to spread his legs and put his hands on top of his head.

After Lyons was frisked, he put his hands down, causing one cop to grab Lyons’s hands and slam them against his head. Lyons had been holding his keys and he complained that he was in pain. The police officer tackled Lyons and placed him in a chokehold until he blacked out. When Lyons regained consciousness, he was lying facedown on the ground, had soiled his pants, and was spitting up blood and dirt.

Lyons sued to make the LAPD stop putting people in chokeholds. He presented evidence that in recent years 16 people – including 12 black men – had died in LAPD custody after being placed in chokeholds. In City of Los Angeles v Lyons, the US supreme court denied his claim, holding that because Lyons could not prove that he would be subject to a chokehold in the future, he had no “personal stake in the outcome”. Dissenting from the court’s opinion, Thurgood Marshall, the first African American on the supreme court, wrote:

“It is undisputed that chokeholds pose a high and unpredictable risk of serious injury or death. Chokeholds are intended to bring a subject under control by causing pain and rendering him unconscious. The result may be death caused by either cardiac arrest or asphyxiation. An LAPD officer described the reaction of a person to being choked as “do[ing] the chicken”, in reference apparently to the reactions of a chicken when its neck is wrung.”

This is the black experience in the United States. This is how the process of law and order pushes African American men into the criminal system. This is how the system is broke on purpose.

There has never, not for one minute in American history, been peace between black people and the police. And nothing since slavery – not Jim Crow segregation, not lynching, not restrictive covenants in housing, not being shut out of New Deal programs like social security and the GI bill, not massive white resistance to school desegregation, not the ceaseless efforts to prevent blacks from voting – nothing has sparked the level of outrage among African Americans as when they have felt under violent attack by the police.

In Watts in 1965, Newark in 1967, Miami in 1980, Los Angeles in 1992, Ferguson in 2015, Baltimore in 2016, Charlotte in 2016 – each of these cities went up in flames sparked by the police killing a black man.

Cops routinely hurt and humiliate black people. Virtually every objective investigation of a US law enforcement agency finds that the police, as policy, treat African Americans with contempt. The police kill, wound, pepper spray, beat up, detain, frisk, handcuff, and use dogs against blacks in circumstances in which they do not do the same to white people.

As slaves built the White House, the chokehold builds the wealth of white elites. Discriminatory law enforcement practices such as stop and frisk, mass incarceration, and the war on drugs are key components of the political economy of the United States.

What happens in places like Ferguson, Missouri, and Baltimore, Maryland – where the police routinely harass and discriminate against African American – is not a flaw in the criminal justice system. Ferguson and Baltimore are examples of how the system is supposed to work.

 Police get away with shooting unarmed black people. Cops are rarely prosecuted because they are, literally, doing their jobs. Police violence and selective enforcement are not so much flaws in American criminal justice as they are integral features of it. Black lives don’t matter as much as white lives.

The whole world knows that the United States faces a crisis in racial justice. The United States of America must be disrupted, and made anew.

There are more African Americans in the US criminal justice system than there were slaves in 1850. Black men are locked up at five times the rate of white men. There are more African Americans in the US criminal justice system than there were slaves in 1850.

The United States is a “failed state” for African Americans.

Social Security Requires A Bailout That’s 60x Greater Than The 2008 Emergency Bank Handout

A few weeks ago the Board of Trustees of Social Security sent a formal letter to the United States Senate and House of Representatives to issue a dire warning: Social Security is running out of money.

Given that tens of millions of Americans depend on this public pension program as their sole source of retirement income, you’d think this would have been front page news…

… and that every newspaper in the country would have reprinted this ominous projection out of a basic journalistic duty to keep the public informed about an issue that will affect nearly everyone.

It’s astonishing how little attention this issue receives considering it will end up being one of the biggest financial crises in US history.

The US government itself calculates that the long-term Social Security shortfall exceeds $46 TRILLION.

In other words, in order to be able to pay the benefits they’ve promised, Social Security needs a $46 trillion bailout. That amount is over TWICE the national debt, and nearly THREE times the size of the entire US economy.

Moreover, it’s nearly SIXTY times the size of the bailout that the banking system received back in 2008.

More importantly, these projections are still wildly optimistic.

For example, Social Security assumes that productivity growth in the US economy will average between 1.7% and 2% per year.

This is an important assumption: the higher US productivity growth, the faster the economy will grow. And this ultimately means more tax revenue (and more income) for the program.

But -actual- US productivity growth is WAY below their assumption. In 2016 US productivity growth was actually NEGATIVE.

Social Security is hoping for a fertility rate in the US of 2.2 children per woman.

This is important, because a higher population growth means more people entering the work force and paying in to the Social Security system. But the actual fertility rate is nearly 20% lower than what they project.

And the most important assumption for Social Security is interest rates. 100% of Social Security’s investment income is from their ownership of US government bonds.

If interest rates are low, the program doesn’t make money.

Where are interest rates now? Very low.

In fact, interest rates are still near the lowest levels they’ve been in US history.

Social Security hopes that ‘real’ interest rates, i.e. inflation-adjusted interest rates, will be at least 3.2%.

This is where their projections are WAY OFF… because real interest rates in the US are actually negative.

So their assumptions are totally wrong.

And it’s not just Social Security either. US public pension funds at the state and local level are also underfunded by an average of 67.9%.

This is a nationwide problem. Social Security is running out of money. State and local pension funds are running out of money.

Long-term, these pension shortfalls are truly going to create an epic financial and social crisis.

It’s a ticking time bomb, and one with so much certainty that we can practically circle a date on a calendar for when it will hit.

“That declaration was «very important» in the government’s decision making.

On November 21, 2001 — about three months after the September 11 attacks and shortly after the Taliban regime crumbled in Afghanistan — Bush took US Secretary of Defense Donald Rumsfeld aside, ordered him to develop a war plan for Iraq and told him to keep it secret.

«The potential marriage of weapons of mass destruction with terrorism is everyone’s nightmare, said Rice. She suggested that the cost of not taking action against Iraq could be another September 11-type attack, but this time with weapons of mass destruction that could kill tens of thousands.

Chinese say Trump trade probe will ‘poison’ relations

Reuters, Aug. 14, 2017

U.S. President Donald Trump’s order to his top trade adviser to investigate supposedly unfair Chinese trade practices will «poison» relations between the two countries, a Chinese state-run newspaper said on Monday.

The move, which could eventually lead to steep tariffs on Chinese goods, comes at a time when Trump has asked China to do more to crack down on North Korea’s nuclear missile program as he threatens possible military action against Pyongyang.

Trump has said he would be more amenable to going easy on Beijing if it were more aggressive in reining in North Korea.

In an editorial, the official China Daily said it was critical the Trump administration doesn’t make a rash decision it will regret. «Instead of advancing the United States’ interests, politicising trade will only acerbate the country’s economic woes, and poison the overall China-U.S. relationship.»

The China Daily said it was unfair for Trump to put the burden on China for dissuading Pyongyang from its actions.

Saturday was Donald Trump’s worst day as president. And Monday didn’t help.

Donald Trump’s presidency has been marked by low moments. The false assertions regarding the size of his inauguration crowd. The testy phone calls with longtime allies. The false claim that Barack Obama wire-tapped Trump Tower during the 2016 campaign. The botched rollout of the so-called «travel ban.» Tweets attacking everyone from his attorney general to Mika Brzezinksi.

But, even amid all of that chaos and controversy, what Trump said — and didn’t say — on Saturday in the wake of the violent protests by white supremacists in Charlottesville, Virginia, marks the nadir of his presidency to date. «We condemn in the strongest possible terms this egregious display of hatred, bigotry and violence, on many sides. On many sides. It’s been going on for a long time in our country. Not Donald Trump, not Barack Obama. This has been going on for a long, long time.»

He tried to clean up the mess he caused on Saturday with another statement on Monday. Trump began touting the success of his policies on the economy before turning to Charlottesville and saying what he should have said two days ago. «Racism is evil and those who cause violence in its name are criminals and thugs, including the KKK, Neo-Nazis, & White Supremacists.»

It was a necessary course correction by the President. Here’s the problem: It came two days too late.

In painting this as a «both sides do it» situation in his initial reaction — it wasn’t and isn’t — Trump effectively threw his hands up in the face of a moment of morality.

The right answer is to condemn them and their belief system loudly and completely, leaving no room for ambiguity. The wrong answer is to not name them, to cast the events in Charlottesville as an example of both-sides-do-it-ism and make your statement vague enough that it can be interpreted in any way shape or form as condoning this sort of behavior.

Trump did all three of those bad things. And, to make matter worse, this most outspoken of presidents on, well, everything, went silent regarding Charlottesville — saying nothing between his statement in the mid-afternoon on Saturday until Monday.

Trump did take to Twitter Monday morning to lash out at Kenneth Frazier, the African-American CEO of Merck after Frazier announced he would quit Trump’s manufacturing council after Trump did not condemn racism after the Charlottesville violence.

Presidents need to stand up to hatred and intolerance — whether in the form of white supremacists or ISIS militants — and say: Enough!

Trump didn’t do that. Didn’t say those words. And, the words he did say were ones larded with just the sort of ambiguity that he has long dabbled in but which threatens to tear the social fabric even further. You can’t leave any room for interpretation in a statement on a white supremacist rally that left 1 person dead and dozens injured. This was an act of hate.

Saturday was the worst day for the Trump presidency. And a moment of low ebb for the country too.

Yes America, Afghanistan Is Your Vietnam

Just shy of fifty years ago on November 7, 1967, the Senate Foreign Relations Committee, chaired by J. William Fulbright, Democrat of Arkansas, met in executive session to assess the progress of the ongoing Vietnam War. Secretary of State Dean Rusk was the sole witness invited to testify.

Even today, the transcript of Rusk’s remarks make for depressing reading: “The United States has no alternative but to persist. American credibility is on the line.”  

By extension, so too was the entire strategy of deterring Communist aggression. The stakes in South Vietnam extended well beyond the fate of that one country. Rusk reminded members of the committee that Congress had “performed its function…when the key decisions were made”—an allusion to the Tonkin Gulf Resolution,  a de facto declaration of war passed with near unanimous congressional support. Rusk was letting members of the committee know that the war was theirs as much as it was the administration’s.

So the Vietnam War dragged on at great cost and to no good effect. Not until the summer of 1970 did Congress repeal the Tonkin Gulf Resolution. Even then, the gesture came too late to have any meaningful impact. The war continued.

With the passage of a half century, here we are again, back in the soup (or perhaps more accurately, the sand). With the United States currently mired in the longest armed conflict in the nation’s history—considerably longer than Vietnam.

Of course, the Afghanistan War (ostensibly part of a Global War on Terrorism) differs from the Vietnam War (ostensibly part of the Cold War) in myriad ways. Yet it resembles Vietnam in three crucial respects. First, it drags on with no end in sight. Second, no evidence exists to suggest that mere persistence will produce a positive outcome. Third, those charged with managing the war have long since run out of ideas about how to turn things around.

Indeed, the Trump administration seems unable to make up its mind about what to do in Afghanistan. A request for additional troops by the senior U.S. field commander has been pending since February. James Mattis, Trump’s defense secretary, has promised a shiny new strategy. That promise remains unfulfilled.  Meanwhile, the news coming out of Kabul is almost uniformly bad. The war itself continues as if on autopilot.

Congressional deference to the putative prerogatives of the commander in chief remains absurdly intact—this despite the fact that the Cold War is now a distant memory and the presidency is now occupied by an individual whose judgment and attention span (among other things) are suspect.

Surely there must be someone, who, setting aside partisan considerations, can muster the courage and vision to offer a rash proposition to end a conflict that has gone on for too long to no purpose.

And to call much needed attention to the overall disarray of U.S. policy of which Afghanistan is merely one symptom.
