Pence reassures Baltic states over Russia ‘threat’

US Vice-President Mike Pence has reaffirmed Washington’s commitment to the security of the Baltic states if they face any aggression from Russia.

Speaking in Estonia, he called Russia their biggest security threat, telling the Nato allies: «An attack on one of us is an attack on us all.»

The Baltic states — Estonia, Lithuania and Latvia — all achieved independence as a result of the break-up of the Soviet Union.

They have grown increasingly wary of Russia since its annexed the Ukrainian peninsula of Crimea in 2014, and count on Nato allies coming to their aid in the event of any Russian action.

There had been doubts about President Trump’s commitment to the key Nato principle of mutual defence. But he re-committed the US to it during a Washington press conference in June, and more symbolically at a speech in Poland in early July.

After meeting the presidents of all three Baltic states, Mr Pence said that the message of President Donald Trump to them was: «We are with you.»

«Under President Donald Trump, the United States stands firmly behind our Article 5 pledge of mutual defence,» he said.

«A strong and united Nato is more necessary today than at any point since the collapse of communism a quarter-century ago,» he said.

 

«And no threat looms larger in the Baltic states than the spectre of aggression from your unpredictable neighbour to the east.»

The US is currently holding its biggest ever joint military exercises with Georgia, a country which fought a war with Russia in 2008 and seeks to join Nato.

Mr Pence is scheduled to attend the drills in Georgia on Tuesday. He will later go to Montenegro, Nato’s newest member.

In Estonia, the US Vice-President also warned that Moscow continued to «seek to redraw international borders by force, undermine democracies of sovereign nations and divide the free nations of Europe, one against another».

The Unraveling of the US State

The role of the state in an imperialist social society is to enact organized violence against the oppressed classes for the benefit of the oppressor class. The state is often defined as «government,» but it is much more than that. Organized violence doesn’t merely stem from the politicians placed into power by the oppressor class. Violence against the oppressed is wielded through armed bodies such as the police and the military. The media is another arm of the state tasked with enforcing the consent of the governed. Under imperialism, every institution of the state works together to ensure that the profits of the rich are protected and bolstered.

The US state enacts violence on behalf of the global imperialist system. And no other society in the history of the imperialist system can match the scale and frequency of the violence that is directed by the US state. For over two centuries, the US state has protected the wealth of a small class of super-capitalists whose roots are firmly planted in the enslavement of Africans and the mass murder of the indigenous people in the Western hemisphere. Periodic crises eventually led to the US state taking the lead in global affairs, especially after Europe was decimated by the Second World War. But just like all stages of political economy, US imperialism has reached its terminal stage.

The US state has begun to unravel as a result. Nothing illuminates the unraveling of the US state better than the anti-Russian hysteria that has engulfed Washington. The US state’s headquarters has spent most of the last year or so investigating US President Donald Trump’s alleged ties to the Russian Federation. Allegations of Russian meddling in the 2016 elections have no definitive proof. The US state has desperately sought to keep the narrative alive by inciting the accusation against the Trump Administration whenever it interacts with Russians. Impeachment talks have resurfaced after information leaked from the bowels of the New York Times regarding a meeting held between Trump’s son and a Russian lawyer last year. The two parties allegedly discussed incriminating information against Hillary Clinton’s campaign.

Yet no such information is needed since Hillary Clinton’s political career is rife with examples of criminality. What is really at stake is the stability of the imperialist system as a whole. Trump’s victory represented a nightmare for the US state, and not because of his billionaire status or his racist, demagogic character. His rise to formal political power exposed the US state’s deep crisis of legitimacy.

The US state’s crisis of legitimacy is ultimately a reflection of a deeper economic and political crisis. High-tech, finance dominated capitalism has reached a point where the contradiction between profit and the condition of workers cannot be reconciled. And workers have suffered the most. According to Shadow Stats, real unemployment remains stagnant at 22 percent if discouraged workers are taken into account. Capitalist competition and consolidation has led to the permanent replacement of large sections of the workers and uncontrollable under-consumption. Half of the population cannot afford a $500 emergency. But the system is more technologically advanced and productive than ever, which has precipitated stagnation.

The economic condition of the system has left the US state in a desperate condition itself. While the US state blames Russia for Trump’s electoral victory, evidence suggests that Clinton’s enthusiasm for war may have been a leading cause of her demise. Yet the connection between war fatigue and Trump’s victory has been completely ignored.

This is not to say white supremacy plays no part in the crisis of the US state. Indeed, Trump’s mix of white nationalist sentiment and economic populism cannot be separated from the US state’s white supremacist roots. However, denying the systemic crisis at hand is just as bad as denying the role of white supremacy in US society. The US state is unraveling because it is losing control of the operative forces of the system. It can neither reform itself out of economic crisis without attacking the poor, nor manage the exploitation of the oppressed without intensifying state repression.

The danger is that economic crisis leads to a world war with Russia and China. US military officials have long considered the possibility. RAND published a report in 2016 that focused on whether a war with China would be a winnable one. Another study published by the Pentagon earlier this month examined how US military strategy must shift given the collapse of American empire around the world. China’s rise as the most influential economic power has been a top concern for the US state’s military brass. The US share of global GDP has been declining for decades, with China set to surpass the US in real economic terms in the coming years.

Whether the US state will risk a nuclear war with Russia and China remains to be seen. Anti-Russian fever in Washington and the constant US military buildup against the two countries provides little cause for optimism. A capitalist crisis is just over the horizon and the condition of the masses cannot improve under the current stage of the system. A state of war already exists for the vast majority of humanity. The conditions exist for a revolutionary movement on a scale grander than even the great socialist movement of the 20th century.

The US state will continue to unravel but is incapable of handing over power to the people on its own. Its fate will ultimately rest in the hands of an engaged vanguard of revolutionaries dedicated to doing whatever is necessary to define and lead the struggle for victory in the historic class struggle for peace, justice, and socialism.

US-Trained Iraqi Soldiers Committing War Crimes in Mosul

There have been more than a few stories in the last couple of weeks detailing myriad war crimes by the Iraqi military in Mosul. A new report from Human Rights Watch (HRW) takes that a step further by linking a specific Iraqi Army division, the 16th Division, to multiple incidents.

These war crimes read much like the others. Naked Iraqis, handcuffed and escorted into an alley by Iraqi troops from the 16th Division, before gunshots ring out. Mounds of bodies found, killed in similar summary executions.

Pointing all this out isn’t just piling on about what are really already a well documented litany of war crimes in Iraq. Rather, because the US trained and armed the 16th Division, this has very specific implications for the US.

Leahy’s Law obliges the US to suspend direct military aid to the 16th Division, unless the Iraqi government shows that they are making serious efforts to prosecute war criminals, and to prevent such actions in the future, neither of which they’ve ever made even a token attempt to do.

So, how do tens of millions of unemployed Americans even survive? Unemployment insurance is temporary and only covers less than 3% of out-of-work Americans.

(1) Welfare…

109,631,000 Americans (35% of the population!!) lived in households that received benefits from one or more federally funded «means-tested programs» — also known as welfare — as of the fourth quarter of 2012, according to data released Tuesday by the Census Bureau” (CNSNews.com, Aug 20, 2014).

Welfare payments vary by state, but the average family of four in the United States can receive as much as $900 per month. A single person may receive as much as $200 per month” (www.reference.com).

Moreover: “Not all people eligible for welfare collect benefits. When they do, many of the benefits are contingent on the recipients working or actively searching for jobs, as a result of an overhaul of welfare signed into law by President Bill Clinton in 1996” (Washington Post, Feb. 28, 2017).

 

Later we will address the question whether any family of four in the US can escape deep poverty with a maximum welfare benefit of only $900 per month. Hint: they canNOT!

The enormous number of Americans receiving welfare testifies to the fact that the vast majority of the out-of-work 93 million US citizens plus the 28.42 under-employed are in fact very poor people. The vast majority of these 121 million or so Americans desperately want good-paying full-time jobs.

(2) Social Security…

In 2016, nearly 61 million Americans will receive approximately $918 billion in Social Security benefits” — mostly old-age pensions (www.ssa.gov/news/ ). That amounts to an average annual pension of about $15,000 a year or $1,254 per month. In ruble terms (assuming 60 rubles equals one US $), that amounts to over 75,000 rubles a month. WOW! Or is it really “WOW”? We shall see…

(3) Underground Economy…

It has been estimated that as much as “18-19 percent of total reportable income is not properly reported to the IRS. That’s as much as $2 trillion in underground economic activity” in the US… This «underground economy» could include anything from illicit activities — selling drugs, say — to off-the-books jobs in things like construction» (The Washington Post, April 23, 2013).

Illegal drugs in the United States create a huge black market industry, an estimated $200-$750 billion a year in size, with the current decade seeing the largest per person drug usage per year in American history” (International Business Times)

In 2013, over 24 million Americans aged 12 and older were current illicit drug users, meaning they had abused drugs in the month prior to the national survey” (Results from the 2013 National Survey on Drug Use and Health (NSDUH): Summary of National Findings.” Substance Abuse and Mental Health Services Administration (SAMHSA).

How many people are “employed” in drug-dealing is difficult to determine. How much they “earn” likewise.

An estimated 1 million prostitutes live in the U.S., even though it’s legal only in Nevada. In the U.S. and elsewhere most prostitution is unregulated and many workers are forced into prostitution» (Business Insider, Jan 17, 2012).

“Sex & Drugs Could Add $800 Billion to U.S. GDP» (247wallst.com, May 31, 2014). That figure is equivalent to about 40% of the approximately $2 trillion GDP for the Russian Federation!

Brace Yourselves for Iran Deal Repeal

President Trump seems determined to pull out of the Iran nuclear deal, with no reason apart from the fact that he wants to. His hostility to the deal doesn’t mean that he can cancel America’s obligations by himself. But he can trigger a process in which Congress—much of which is equally hostile to the deal—votes to withdraw.

The deal—formally known as the Joint Comprehensive Plan of Action, signed in 2015 by Iran, the five permanent members of the U.N. Security Council (the U.S., Russia, China, Britain, and France), as well as Germany, and the European Union—required Iran to dismantle its nuclear program in a way that blocks the country from building a nuclear weapon for more than 10 years. In exchange, the other signatories agreed to lift sanctions that had been imposed on Iran as a result of its nuclear activities.

Because it was a multinational arrangement, not a formal treaty, Congress had no say in ratifying the deal. But Congress did pass the Iran Nuclear Agreement Review Act, which requires the president to certify, every 90 days, that Iran is (or isn’t) abiding by the deal’s terms and allowing international inspectors to verify compliance. If he doesn’t sign this certification, Congress has 60 days to consider a bill to reimpose the sanctions—a period that cannot be blocked or delayed by procedural motions.

Since taking office, Trump has certified twice that Iran wasn’t cheating on the deal, but the second time—on July 17—he did so reluctantly. According to the New York Times, he spent 55 minutes of an hourlong meeting with his national security advisers moaning that he “did not want to” sign the certificate. He finally relented, having no choice: The International Atomic Energy Agency and the U.S. intelligence agencies all agreed, Iran was abiding by the accord and giving inspectors full access to records and facilities.

At the end of the meeting, Trump told his advisers that he wasn’t going to keep doing this, every 90 days, indefinitely. This week, he went further, telling the Wall Street Journal, “If it was up to me, I would have had them [the Iranians] non-compliant 180 days ago.” Asked if he expected them to be declared noncompliant next time, Trump replied, “Personally, I do.”

Notice: Trump was not addressing whether the Iranians really were, or will be, compliant. He doesn’t care about that. After all, 180 days ago, they were objectively seen to be compliant, but, if it had been up to him, in his words, “I would have had them non-compliant”—regardless of the actual facts—and he expects to declare them noncompliant in the next review, which takes place Oct. 16.

Many world leaders wouldn’t blame Iran; instead, they’d blame the United States.

As he does with many issues, Trump is creating his own reality and finds nothing wrong with that.
If he declares Iran noncompliant, or even if he merely declines to declare it compliant, the matter of reimposing sanctions passes to the hands of Congress, whose Republican majority has never liked the deal.

At a rally in Youngstown, Ohio, this week, Trump denounced the deal, as he has many times, as “the single worst deal I’ve ever seen drawn up by anybody,” repeating the claim that it called for the United States to give Iran $100 billion to $150 billion and another $1.7 billion in cash. In fact, however, the U.S. is not giving Iran anything; rather, it is freeing Iran’s own assets, which were frozen in Western bank accounts. Plus, Trump’s figure of $100 billion or so amounts to assets held worldwide, not just in the United States.

Releasing those funds conforms to the logic of sanctions: Assets are frozen to punish a country for certain behavior; if the behavior stops, the assets are unfrozen. This isn’t a gift; it’s a logical piece of the deal. As for the $1.7 billion in cash, this represented the Obama administration’s settlement of a legal dispute dating back 37 years, when Iran (then ruled by the Shah) paid for a huge weapons order, which the United States didn’t deliver (since, by the time the order was ready to go, the Ayatollah Khomeini had seized power). Refunding the money, plus interest, doesn’t amount to a giveaway either.

If Trump follows his instincts, he will set off a crisis of massive proportions—with Congress, his advisers, U.S. businesses, banks, and allies—and for no reason at all, except that he doesn’t like Iran or complicated things that he doesn’t understand.

Trump Threatens to End Health Insurance ‘Bailouts’

President Donald Trump threatened to end key Affordable Care Act subsidies to health insurance companies that help make insurance accessible to poorer Americans, a move that may critically destabilize health exchanges if it went ahead.

The administration has previously floated the idea to halt subsidies that help insurers offset health-care costs for low-income Americans, called a cost-sharing reduction, or CSR. In a tweet on Saturday, Trump hinted at ending that program. “If a new HealthCare Bill is not approved quickly, BAILOUTS for Insurance Companies and BAILOUTS for Members of Congress will end very soon!”

Trump’s message means he also plans to directly target subsidies that are available to health insurance policies for some Congressional staff members. Thousands of members of Congress and staff are enrolled in plans on the Washington, D.C., insurance exchange.

Ending the CSR subsidies, paid monthly to insurers, is one way that Trump could hasten Obamacare’s demise without legislation, by prompting more companies to raise premiums in the individual market or stop offering coverage.

Andrew Slavitt, acting administrator of the Centers for Medicare and Medicaid Services in the Obama administration, said the impact of cutting off subsidy payments “will also be felt by the middle class.”

America’s Health Insurance Plans has estimated that premiums would rise by about 20 percent if the CSR payments aren’t made. Many insurers have already dropped out of Obamacare markets in the face of mounting losses, and blamed the uncertainty over the future of the cost-sharing subsidies and the individual mandate as one of the reasons behind this year’s premium increases.

If the President refuses to make the cost sharing reduction payments, every expert agrees that premiums will go up and health care will be more expensive for millions of Americans.

Unemployment “insurance”

But the United States has unemployment insurance, the apologists of US imperialism assure their widespread audiences. In fact, they claim that an unemployed worker in America supposedly gets paid benefits greater than the salaries of employed Russian workers!

Just 23.1 percent of unemployed workers received state unemployment benefits at the end of 2014, according to a new analysis by the Economic Policy Institute… to qualify for benefits, unemployed people must have been laid off through no fault of their own from jobs they had held for a significant period of time. Among those who aren’t eligible are workers who were fired for misconduct, people who quit their jobs, new college graduates looking for work, and people unemployed for a long time” (“A Lot Fewer Americans Get Unemployment Benefits Than You Think», The Huffington Post, Mar 13, 2015).

And there are other important restrictions: “In New York state, you must have earned at least $1,600 in one of the quarters in order to collect unemployment. Some states also have minimum hours requirements. For example, in Washington state, you must have worked at least 680 hours in your base year before you can collect unemployment.” (Houston Chronicle, 2016)

As of December 2014, only 2.4 million Americans were claiming unemployment benefits ” (The Huffington Post, Mar 13, 2015)

The “23.1 percent of unemployed workers receiving state unemployment benefits” is deliberately misleading. Compare the 2.4 million workers claiming unemployment benefits with the 93 million Americans who “remain out of the labor force” !!

How much is unemployment insurance? How long does it last?

All states also set an upper limit on the total weekly benefit amount. A common formula is to pay half of what the employee used to earn, up to a cap that’s tied to the average earnings in that state… Unemployment benefits are taxable… Most states offer unemployment benefits for up to 26 weeks, or half a year, although a handful of states now offer benefits for fewer weeks… Extended benefits provide 13 to 20 weeks of additional unemployment compensation to former employees who have exhausted their available state benefits» (Nolo, 2016).

To summarize, around 97% of Americans “out of the labor force” receive NO unemployment insurance. And for the “lucky” 2.5% – 3% TEMPORARILY receiving benefits – can they live on it?

So, how do tens of millions of unemployed Americans even survive?
